I personally usually use jojoba & Argan oil or grapeseed oil as they don’t have a dominant scent and are rich in antioxidants but depending on the perfume formula other oils like almond , apricot kernel, coconut, avocado, rosehip seed oil & others can also be effective. 

Next step is choosing your base, middle & top notes then mixing the chosen essential oils , working on your perfume formula until your perfect scent comes out of your mix.
